2 charged with running Shawano drug house

Two people have been charged so far with running an alleged marijuana operation out of a Shawano residence. Three others allegedly involved also could still face charges.

Criminal complaints were filed this week against Christina E. Biljan, 25, and Michael J. Waupoose, 22, after a monthslong investigation that culminated with a search warrant on March 24.

Authorities seized nearly a pound of marijuana packaged into 16 plastic bags weighing 28 grams each, according to the criminal complaint, along with drug scales and various other paraphernalia.

The search warrant followed a series of controlled drug buys through a confidential informant working with Shawano police, Shawano County sheriff’s deputies and the state Department of Justice.

According to the complaints, controlled drug purchases were made at the residence on Feb. 27, March 4, March 6 and March 23. The four buys netted a total of 9.4 grams of marijuana, according to the complaints.

Biljan has been charged with six felony counts, including two counts of manufacturing and delivering marijuana, three counts of maintaining a drug trafficking place, and one count of possession with intent to deliver marijuana.

She could face a maximum six years in prison and $10,000 fine on the last count, if convicted, and 3½ years and a $10,000 fine on each of the others.

She was freed Thursday on a $2,500 signature bond after an appearance before Circuit Court Judge James Habeck. No date was set for her next court appearance.

Waupoose was charged with one felony count of maintaining a drug trafficking place, along with misdemeanor counts of possession of marijuana and drug paraphernalia.

He is free on a $1,000 signature bond and is scheduled for a preliminary hearing on Oct. 13.

The criminal complaints also name three other parties that have not been charged, two of whom also resided at the residence.

The complaints state six people lived at the home, including two small children.
